India needs a combined military doctrine, says National Security Advisory Board Chairman

New Delhi, Dec 14 (ANI): Chairman of the National Security Advisory Board, Maharajakrishna Rasgotra has called for a unified military doctrine for the country's armed forces.
There is a radical change in the nature of war, and India even does not have an overall military doctrine, he said, adding, "As a result each wing of our armed forces tends to fight its own war."
"A combined military doctrine is the first need", Rasgotra said at the launch of Observer Research Foundation's new defence project, "Building India's Defence Capabilities".
He also said India is lacking the necessary wherewithal for modern warfare, in spite of its emergence as a global economic power.
Noting that the Army, the Navy and the Air Force are largely dependent on import of platforms as well as weapons, Rasgotra said India cannot become a great power in these circumstances.
"Domestic manufacturing of weapon system is a vital need", he said stressing on the need to streamline domestic defence capabilities.
He said the Chiefs of Staff Committee need to be strengthened with the addition of a Chief of Defence Staff (CDS) and a Vice Chief of Defence Staff.
The post of the CDS would provide a single-point military advice to the government, enhance the efficiency and the effectiveness of the planning process through intra and inter-service prioritisation and above all ensure the required "jointness" in the armed forces, he added.
Rasgotra also underlined the need to set up formal processes to educate military and civilian policy-makers through teaching and research in matters relating to national security, military and resource strategies and the role of technology. (ANI)
